Introduction
The Association for New Canadians (ANC) is seeking proposals from qualified consultants and firms to conduct a comprehensive compensation review.
The ultimate outcome of this project is a detailed, actionable compensation model and implementation plan that will encompass all aspects of total compensation (including benefits), align with sector best practices, and support retention of motivated employees.
About Association for New Canadians
The Association for New Canadians (ANC) is a non-profit organization dedicated to the settlement and integration of newcomers to Newfoundland and Labrador. With a diverse team of over 250 employees located throughout the province, the ANC provides essential services, including Resettlement, Settlement, English as a Second Language Training, Employment, and Community Programs. Our mission is to support newcomers to Canada to resettle and thrive in their new communities. This compensation review will ensure that our compensation practices are competitive,equitable, and designed to attract and retain talented individuals who support our mission to provide quality services to newcomers.
Project Scope and Objectives
a. Evaluation and Analysis of Current Compensation Structure
Conduct a review of the current compensation structure, including base salaries and benefits.
Specifically, review and make recommendations for alignment in the following areas:
- Job classification: evaluate job description titles and responsibilities, for the purpose of making recommendations for hierarchy levels and accompanying pay bands for ANC.
- Analyze a sample of 25 existing job descriptions to recommend job levels and their placement within the organizational structure.
- Benchmarking monetary and non-monetary benefits against sector data and relevant market trends, analyze our current benefit structure and make recommendations for improvements.
b. Benchmarking Against Market Standards
- Conduct a comparative analysis of compensation packages (including benefits) relative to similar organizations in the non-profit and social service sectors within Newfoundland and Labrador and the broader Atlantic Canada region.
- Identify trends, best practices and competitive compensation levels within our sector.
c. Development of a Comprehensive Compensation Model
- Develop a compensation model that incorporates base salary, benefits, and other components of total compensation.
- Ensure the model supports internal equity, aligns with market competitiveness, and complies with applicable legal requirements.
- Include recommendations for step scale progression, cost of living and alternative compensation tools.
d. Creation of an Implementation Plan
- Develop a phased implementation plan that outlines timelines, resource requirements, and other considerations for post-implementation support
- Provide strategies to communicate compensation changes to staff and stakeholders.
- Include a framework for ongoing evaluation and adjustment.
Deliverables
The successful consultant or firm is expected to deliver:
- A comprehensive report on current compensation analysis, including key recommendations.
- A detailed, competitive compensation model that includes total compensation elements such as salary, benefits, and is based on best practices and market data.
- A phased implementation plan that addresses timelines, costs, communication strategies, and ongoing evaluation.
- A Presentation summarizing the information collection process, key findings, recommendations, and estimated costs for implementing the compensation plan.
Proposal Requirements
Proposals should include the following information:
- Executive Summary
- A summary of your understanding of the project and proposed approach to conducting the compensation review
- Firm/Consultant Qualifications
- A brief description of your firm, including relevant experience in compensation analysis, particularly in the non-profit sector.
- Qualifications and experience of the team members who will be working on this project.
- Examples of similar projects completed for other organizations
- Methodology and Approach
- A detailed description of the approach and methodology that will be used to conduct the compensation review, including how market data will be sourced and analyzed.
- Proposed timeline for completing the review, including key milestones and deliverables
- References
- Provide at least three references from clients for whom you have performed similar services
- Cost Proposal
- A detailed breakdown of the cost for the services to be provided, including professional fees, expenses, and any other costs.
- A cost breakdown by deliverable or phase of the project
- Project Timeline
- A proposed timeline outlining the following key deliverables:
- Kick-off Meeting
- Data Collection and Initial Analysis
- Market Benchmarking and Comparison Report
- Draft Compensation Model and Implementation Plan
- Final Report and Presentation
Exact timelines may be refined upon consultation with the selected consultant or firm.

Proposals will be evaluated based on the following criteria:
